Residential Customers: You May Be Eligible for Winter Disconnection Protection

The Cold Weather Rule protects residential utility customers from having their heat shut off between October 1 and April 30. If eligible, utility service affecting your home’s primary source of heat must be reconnected and not disconnected during this period. Utility providers are required to offer this protection.

Eligibility requirements:

  • Disconnection would affect the customer’s primary heat source.
  • The customer has declared the inability to pay on forms provided by their utility provider.
  • The customer’s household income is at or below 50% of the state median income level.
  • The customer enters into and makes timely payments under a mutually acceptable payment schedule with the utility. 

The rule is in effect October 1 through April 30 each year. It does not apply to delivered fuels, such as fuel oil, propane or wood.
